California has tougher EPA codes than any other state in the nation.  Beginning January 1, 2009 any composite wood products or finished goods containing wood products, such as cabinet and furniture intended for the California market, must meet California's clean air emission standards limiting formaldehyde emissions.  Please be aware that cabinets coming in from other countries do not abide by the quality specification that US cabinet makers do.  It is certain that cabinets made in foreign countries have formaldehyde in them.  These cabinets have a great price point, but they are hazardous to your health.
